It depends. I am assuming that you have taken the Personal Protection in the Home course after 2001 when the 'Shall Issue' law went into effect. If you have your certificate from that course you can go to the County Clerk's office and apply as if you haven't had a CPL before. I believe that you have been expired too long to 'renew'. They SHOULD honor the certificate - there is no expiration time. If you want to make yourself 'better equipped' you could take the Renewal Course and take that certificate also. That will show that you are current with the law. If you can't find your original certificate, you will have to start over with the full course because there is no way to get a 'replacement certificate' even if we can find you in our records as having taken the course.
